Письмо было направлено в отдел ВСНХ РСФСР со следующей аргументацией: «Как вам, вероятно, известно, Оренбургские пуховые платки вырабатывают двух видов: лег- кие ажурные и тяжелые теплые. Первые являются, безусловно, предметом роскоши, вывозятся за границу как экспортный товар. Производство их имеет определенные границы, так как на них идет только белый козий пух, которого собирается значительно меньше, чем серого. Кроме того, трудность и кропотливость их вы- делки и особые требования к ним со стороны изящества рисунка, тонкости пряжи и проч. оп- ределенным образом ограничивают число куста- рок, занятых их выработкой. The letter was forwarded to a department of the All-Union Council of the Economy with the following supporting argument, “As you probably know, there are two kinds of shawls produced in the Orenburg region: light, lace-patterned ones and heavy, warm ones. The former are, without a doubt, luxury articles and a piece of merchandise for export. Their production has certain limits, for it is only the white goat down which is used in their production and it is obtained in much less quantity than the grey down. Moreover, the hard, painstaking work needed to process it, and the special requirements ensuing from the delicacy of the pattern, and finesse of yarn, etc., certainly circumscribe the number of artisans engaged in this manual production. At the same time, it is this sort of shawl – or to put it more precisely, the demand for it – that sets prices for the raw material and which, to some extent, affects the cost of downy shawls meant for export.
